Create a new account. Does not return tokens. Call auth.login next.

A single SignupRequest object:

Returns: Promise<{ user_id: string }>.

Throws: ApiError with status: 400 (password < 10 chars, malformed email, missing first_name/last_name) or status: 409 (email exists).
